We support one of our clients, in the field of the Public sector, in their search for a Contracts Administrator - Supply.
Reporting to the Director of Procurement or the Director of Procurement Operations, the Contract Administrator assumes various responsibilities during the stages of the procurement cycle, including the analysis of more complex procurement requests, and the development tender.
Your responsabilites are:
Handle requests for tenders
Confirm the validity of key elements of the request such as the approval of the holder authorized to spend according to the budget estimate
Prepare the timetable for the call for tenders, taking into account the publication deadlines, the deadline for filing complaints, the date of the information session and the visit, the start date of the contract, and any other element that could delay the awarding of the contract on time;
Plan and coordinate the tender process.
Prepare the documents in collaboration with the applicant or the procurement specialist when there is a great complexity
Define compliance and eligibility and readiness criteria, in collaboration with the applicant
Act as selection committee secretary, ensure the integrity of the process and write the committee report;
Check the eligibility of bidders and the compliance of bids and prepare the comparative table of bids;
Negotiate the price with the applicant when there is only one compliant bidder.
Check the validity of guarantees, bonds, insurance, licenses, and permits;
Take charge of over-the-counter supply requests and more complex price requests;
Enter the information required during the stages of the supply cycle and proceed with the request for the creation of new suppliers;
Participate in the start-up meeting with the supplier and ensure compliance with the conditions of the contracts;
Track actual expenses (volume of business), identify significant discrepancies with planning, and propose possible solutions;
Evaluate with the applicant and the procurement specialist the relevance of renewing the contract and prepare the documents for the renewal;
Process requests for increase, reassignment, or acceleration of business volume in accordance with the laws, policies, and directives in force and prepare the required documents;
Support the procurement specialist in identifying the main issues and recurring problems and participate in the search for solutions;
BAC in administration option supply management or operations and logistics management or be accredited by the Supply Chain Management Association.
Knowledge of procurement processes in the public sector. Knowledge of laws, trade agreements, and management processes in public settings.
Two (2) years of experience in a comparable position within a purchasing department.
Good knowledge of French and English, spoken and written
